| 古巴作为经济发展缓慢的国家，其社会保障事业的发展水平却位居世界前列。古巴社会保障制度经历了初步建立、快速发展和新改革三个阶段。经过三个阶段的发展，古巴已经建立了国家主导、保障充分、可持续发展的社会保障制度。目前，我国社会保障制度的建设已经取得了一些成就，但相对于其他国家仍然比较落后，为此，我们应该学习和借鉴古巴发展社会保障制度的经验，建立和完善我国的社会保障制度，为我国社会、经济的稳定发展打好基础。 |

| As an economically backward country，Cuba’s social security level is at the front ranks of the world. Cuba’s social security has evolved three stages which were preliminary establishment, rapid development and new reform. After that，Cuba has established a social security system which is country-led，full guarantee and sustainable development. At present，China's social security system has achieved some success，but comparing to other countries, it is still relatively backward，so we should learn from Cuba's experience to establish and improve China's social security system，which will play a key role in the society and economic stability. |
