| 全球化的发展刺激了科技人才的全球流动，并促使各国在全世界范围内争夺高技术人才。本文根据当今科技人才在世界各国之间流动的数据和各国引进高端海外科技人才的相关政策，发现全球科技人才流动的新态势和新特点，分析导致科技人才流动的原因，为决策机构制定科学的人才政策提供依据和支撑。 |

| The global mobility of scientific talent is caused by globalization. Countries all over the world compete for talent intensely. This paper investigates new states and new features of the global mobility of scientific talent based on the moving-in and moving-out data and the oversea talent policies of typical countries, and also analyses the reasons for talent mobility. Above theoretical results are important reference for Chinese government making reasonable talent policies. |
