| “负面清单”管理模式在商业领域应用广泛，将其引入科研管理体系则是一种全新的尝试。本文研究了加拿大诚信体系中的防控利益冲突和防治学术腐败的制度基础，提炼其中的“负面清单”管理理念，最后对我国科技管理体制引入“负面清单”管理模式提出思考和建议。 |

| “Negative list” management model is widely used in business field, and introducing the model to scientific research management system is a brand-new attempt. This paper studies the prevention and control of the conflict of interests and the prevention system for academic corruption based on the credit system in Canada, from which refines the “negative list” management ideas, and finally puts forward some thoughts and suggestions on the introduction of the “negative list” management model to China’s science and technology management system. |
