| 新一届香港特区政府在2017年施政报告中为香港绘制了未来五年的发展蓝图，特区政府高度重视推进创新科技发展，致力于将香港打造成为国际创新科技中心，在科技界引发强烈反响。本文分析了特区政府对组织架构的调整及提出的一系列重大举措，提出了对香港创科发展和两地合作的建议，应大力实施创新驱动发展战略，内地与香港应发挥各自优势，合作共赢，共同努力为建设创新型国家做出贡献。 |

| The new administration of Hong Kong Special Administrative Region (Hong Kong SAR) painted a blueprint for the next five years’ development in the 2017 Policy Address, giving great prominence to the advancement of STI development. It is also devoted to building HK into an international STI center, which has led to tremendous response in the science community. This paper analyzes the restructuring of the SAR government and the proposed major measures and offers suggestions for STI development in HK and mainland-HK cooperation. In giving play to each other’s strengths and pursue win-win outcomes through cooperation, the mainland and HK should work together for building an innovative country. |
