| 国家实验室作为国家科技战略力量，是抢占科学、技术及创新制高点的重要载体。目前中国的国家实验室总体发展还处于探索阶段，急需有针对性的管理和运行经验，为国家实验室的发展方向及日常管理提供经验支撑，以促进一流国家实验的建设。美国劳伦斯伯克利国家实验室是美国能源部下属国家实验室，对美国的科技发展具有重要作用。对劳伦斯伯克利国家实验室的管理运行机制进行梳理和分析可为我国国家实验室建设提供重要的参考信息。本文在对劳伦斯伯克利国家实验室进行概述的基础上，重点分析了其管理运行机制，分为管理经验、组织架构、成本费用、科研合作与技术转移以及外部关系等几个部分，通过挖掘其运行经验，为我国国家实验室建设提供参考与启示。 |

| As the strategic force of national science and technology, the national laboratory is an important carrier to seize the commanding heights of science, technology and innovation. At present, the overall development of China’s national laboratories is still in the exploratory stage. It is urgent to grasp the targeted management and operational experience for the development direction and daily management of national laboratories to promote the construction of first-rate national laboratory. Lawrence Berkeley National Laboratory is a national laboratory under the U.S. Department of Energy and plays an important role in the development of science and technology in the United States. Combing and analyzing the management and operation mechanism of Berkeley Lab can provide important reference information for the construction of national laboratories in China. Based on the overview of Berkeley Lab, this paper focuses on the management and operation mechanism, including management mode, organizational structure, funding cost, scientific research cooperation and technology transfer, and external relations. By excavating the operational experience, it provides reference and inspiration for the construction of national laboratories in China. |
