| 以色列在其国家创新战略实施过程中，构建了标准型的研发体系，成为全球创新型国家的典范。本文在研究以色列创业孵化、风险投资、技术转移等研发阶段经验的基础上，通过对江苏企业研发机构现状、问题进行分析，提出促进江苏企业研发体系构建的建议。 |

| With the implementation of the national innovation strategy, Israel has constructed a standard research and development system of science and technology, as a global model of innovation-oriented country. The paper studies the process of incubation, risk investment, technology transfer in Israel’s R&D activities, analyzes the status quo and existing problems of Jiangsu enterprises on R&D, and proposes some suggestions for Jiangsu enterprises on accelerating to construct its R&D system. |
