| 本文介绍了2008年金融危机后，俄罗斯大力推进国家创新体系建设，包括产学研结合创新法律制度的保障和推进，创新激励、创新风险分配、创新成果归属与利益分享等方面的一些尝试和做法，分析研究了俄罗斯在推进国家创新体系建设中的成败得失，希望对我国构建产学研合作创新体系，提高产学研合作创新的效率起到借鉴作用。 |

| After the financial crisis in 2008, Russia has been giving.great.impetus.to the construction of its national innovation system, involving some attempts and practices in guaranteeing and promoting combination of innovation legal system and production-study-research cooperation, innovation motivation, innovation risk allocation, achievements attribution and benefits sharing. The author analyzed the gain and loss of Russia in promoting the construction of national innovation system, which has a positive reference function for China in building the framework of combination of innovation legal system and production-study-research cooperation, and improving the efficiency of the cooperative innovation. |
