| The proposal of the 9th EU Framework Programme for Research and Innovation, namely the Horion Europe Framework Programme (2021-2027), and its three pillars, which are "Open Science", "Global Challenges and Industrial Competitiveness" and "Open Innovation", are introduced in this paper. The main features of the programme, major policy changes brought by it and its delivery methods are analyzed subsequently. In the end, several implications are put up for Chinese policymakers on strategic planing and programming for science and technology from such aspects as the development process, concept and reform highlights of the Horion Europe. |
