| 本文构建了国际科技合作政策分析模型和方法，对“十三五”期间出台的各级各类战略、规划等96份政策文件中的国际科技合作政策要素进行了系统梳理，总结了我国国际合作政策的类型、分布、特征及主要内容，并据此对新时期我国国际科技合作战略政策的制定提出了政策建议。 |

| Based on the design of international science and technology cooperation (ISTC) policy analysis model and method, this paper cross-analyzes the ISTC elements of 96 policy documents issued in the 13th five-year period, summarizes the types, distribution, characteristics and main contents of China’s ISTC polices, and then puts forward policy recommendations to the formulation of China’s ISTC strategy in next period. |
