才集聚效应又进一步推动了科研创集群的发展。基于此分析英国科研创新集群发展与人才集聚及使用
的关系、人才集聚过程中存在的问题和挑战，同时总结对中国完善人才集聚使用机制和推进创新高地
建设的启示。 |

| The development of research and innovation (R&I) clusters promotes the gathering and utilization
of talent, and vice versa. R&I clusters provide carriers for cultivating and attracting talent. The gathering of talent
plays a critical role to further improve performance of R&I clusters. This paper aims to analyze the relationship
between the development of R&I clusters and talent gathering & utilization mechanism in the U.K., and problems
and challenges they are facing, and deliver policy implications to improve talent cultivation, gathering and
utilization mechanism and promote innovation cluster development in China. |
