| 当前，新一代人工智能技术迅猛发展，带动经济社会各领域的体系性创新和迭代演进，在推
动社会生产力提升的同时，也引发了诸多风险挑战。世界主要国家和地区均将立法作为人工智能治理的
重要手段。主要梳理了美国、欧盟和英国等主要国家和地区人工智能立法的现状和显著特征，在此基
础上分析总结了中国人工智能立法时需重点关注的立法目标、立法空间、立法难点和立法路径等关键
问题，有针对性地提出了中国人工智能立法的有关建议。 |

| At present, the rapid development of a new generation of artificial intelligence technology has led to systematic innovation and iterative evolution in various fields of economy and society, which has not only promoted the improvement of social productivity, but also caused many risks and challenges. Major countries and regions in the world have adopted legislation as an important means of artificial intelligence governance. This paper mainly combs and analyzes the status quo and significant characteristics of artificial intelligence legislation in major countries and regions such as the United States, the European Union and the United Kingdom. On this basis, it analyzes and summarizes the key issues such as legislative goals, legislative space, legislative difficulties and legislative paths that need to be focused on in China’s artificial intelligence legislation, and puts forward
relevant suggestions on China’s artificial intelligence legislation. |
