| 在全球掀起数字经济发展热潮的大背景下，基于技术 - 经济范式，揭示数字经济发展的基础
理论逻辑，并在此基础上，全面分析了美国 1993 年以来制定并实施的数字经济相关战略规划、政策法
规和相关举措，深入剖析了美国数十年来的行业发展规模、就业人员规模、企业发展态势，并从战略
谋划、技术支撑、数据共享、产权保护、人才队伍建设 5 个方面总结了美国数字经济快速发展的经验，
并为中国发展数字经济提供一定的借鉴。 |

| Against the backdrop of the global wave of digital economy development, this paper reveals the
fundamental theoretical logic of the development of the digital economy based on the theory of techno-economic
paradigms, and comprehensively analyzes the digital economy related strategic plans, policies and regulations,
and related measures formulated and implemented by the United States since 1993. This paper conducted an in-depth analysis of the industrial development scale, employment scale, and enterprise development trend of the
United States over the past few decades, and analyzed the experience of rapid development of the U.S. digital
economy from five aspects: strategic planning, technical support, open data, property rights protection, and talent
team building, which provide some lessons for China to develop its digital economy. |
