      作为国际交流合作计划的典型代表,欧盟新一轮“伊拉斯谟 +”计划为全球范围内科技人才 和科技合作创新提供了借鉴。该计划的重要内容是支持个人的流动学习和组织与机构之间的科技合作 创新,而科技人才和科技合作创新是影响国家或地区科技实力的重要因素。通过深入研究新一轮“伊 拉斯谟 +”计划的内容,特别是分析其在个人流动学习、组织和机构之间的合作等方面的支持举措, 从科技人才与科技合作创新角度为中国国际交流合作计划提出建议,以发挥此类计划在助力中国国际 化科技人才培养、增强中国对全球科技人才的吸引力、实现全球范围内广泛而紧密的科技合作创新等 方面的作用,最终提升中国科技创新能力
英文摘要:
      The new round of “Erasmus+” programme, as a typical representative of international exchange and cooperation programs, provides valuable references for global science and technology talent exchange and innovative cooperation. The most important contents of the program are to support learning mobility of individuals and to support science and technology cooperative innovation among organizations and institutions, while the science and technology talents and science and technology cooperative innovation are both important factors in the formation of a country’s or region’s scientific and technological strength. By conducting in-depth research on the content of the new “Erasmus+” programme and analyzing its features, specifically, the main measures to support learning mobility of individuals and cooperation among organizations and institutions. This paper provides suggestions from the perspectives of science and technology talent exchange and innovative cooperation for China’s international exchange and cooperation program. This research is hoped that such programs will play a role in helping Chinese international science and technology talents training, enhancing Chinese attractiveness to global science and technology talents, and realizing broad and close science and technology cooperative innovation all over the world, and finally enhancing Chinese science and technology innovation capability.
