| 数字经济是科技创新的主战场，科技创新是数字经济发展的根本动力。浙江省实施数字经济“一
号工程”升级版，提出全域高水平建设具有全球影响力的数字科技创新中心。从技术、平台、企业、人才、
科创环境和产业等维度对标分析了浙江省数字科技创新的优势和不足，梳理了美国、欧盟和日本等发达
国家和地区及北京、上海、广东和江苏等国内先进省市从科技创新全链条不同环节推动数字科技创新的
实践经验，进而提出了深化浙江省数字科技创新中心建设的对策和建议。 |
| 英文摘要: |
| The digital economy serves as the main battlefield for technological innovation, while technological
innovation is the fundamental driving force behind the development of the digital economy. Zhejiang Province
has implemented an upgraded version of its Digital Economy “No.1 Project,” proposing the comprehensive
construction of a globally influential digital technology innovation center. This paper analyzes the advantages
and shortcomings of Zhejiang’s digital technology innovation across dimensions such as technology, platforms,
enterprises, talent, the innovation environment, and industry, conducting a comparative analysis against
benchmarks. It reviews the practices and experiences of developed countries and regions (such as the United
States, the European Union, and Japan) as well as advanced domestic provinces and cities (including Beijing,
Shanghai, Guangdong, and Jiangsu) in promoting digital technology innovation across different links of the
innovation chain. Based on this analysis, the paper puts forward countermeasures and suggestions for deepening
the construction of Zhejiang’s digital technology innovation center. |
