| 党的二十大报告提出，加强科技战略咨询，提升国家创新体系整体效能，这为科技智库人才
发展提供了根本遵循。在系统梳理归纳中央和地方科技智库人才政策举措的基础上，深入剖析政策
举措存在的问题，提出有针对性优化路径。研究发现，当前科技智库人才政策存在人才培养顶层设
计仍需优化，政策配套协同机制缺失、连贯性较弱，部分地方科技智库人才政策相对缺失等问题。
建议从 3 个方面优化政策设计，一是注重实践标准的人才培养机制建设；二是加强政策协同，健全
配套措施；三是加快推动地方省市科技智库人才政策的制定、实施与创新。研究结果旨在为完善科
技智库人才政策体系、增强科技决策支撑能力提供理论参考与实践依据。 |

| The 20th National Congress of the Communist Party of China emphasized enhancing scientific
and technological strategic consultation and improving the overall efficiency of the national innovation system,
offering fundamental guidance for the development of talent in science and technology think tanks. This paper
systematically combs through and summarizes the talent policy measures for technology think tanks at both the
central and local levels in China, deeply analyzes the existing problems in these policies, and proposes targeted
optimization paths. The research reveals that current talent policies for technology think tanks face several
challenges, including the need for further optimization of talent training top - level design, the absence of policy
coordination mechanisms, weak continuity, and relatively insufficient talent policies for technology think tanks
in some local areas. The paper suggests optimizing policy design from three aspects: first, focusing on practice
- oriented talent training mechanism development; second, strengthening policy coordination and improving
supporting measures; and third, accelerating the formulation, implementation, and innovation of talent policies
for technology think tanks at the local provincial and municipal levels. This study aims to provide theoretical
references and practical evidence for improving the talent policy system of technology think tanks and enhancing
their ability to support technological decision - making. |
