才引进模式及立法保障等，阐述了德国海外人才交流的综合政策、实践及经验。 |

| Germany has developed and implemented a series of highly effective policies and measures to attract
top global scientists and nurture young talents. This article introduces Germany’s international talent exchange
programs and policies on global science and technology talent mobility. It also analyzes recent new policies and
trends in Germany’s collaboration with Chinese science and technology talents, covering areas such as overseas
talent flows, incentive measures for high-level S&T talents, talent recruitment models in research institutions, and
legislative safeguards. The article elaborates on Germany’s comprehensive policies, practices, and experiences in
international talent exchange. |
