| 非共识项目因其原创性与颠覆性特征，对推动原始创新和科技突破具有关键作用。梳理总结中
国非共识项目管理现状及有关探索情况，并分析其在评价标准、流程设计和监管机制等方面面临的
挑战。通过对比美国、欧盟和德国等世界主要经济体在非共识项目评审方面的实践，总结其经验，并提
出了系统性启示与建议，包括构建多元评价选拔机制，健全专家评议责任制度，完善动态梯度资助体系，
以及建立风险补偿机制。为完善中国非共识项目评审制度提供理论和实践参考，促进原创性、颠覆性科
技创新成果的竞相涌现。 |

| Non-consensus projects, due to their originality and disruptive characteristics, play a pivotal role in
promoting original innovation and technological breakthroughs. This paper summarizes the current management
status and relevant explorations of non-consensus projects in China, and analyzes the challenges they face
in terms of evaluation criteria, process design, and regulatory mechanisms. By comparing the experiences of
major economies such as the United States, the European Union and Germany in non consensus project review,
summarize their practical practices.The research proposes systematic insights and suggestions, including
constructing a diversified evaluation and selection mechanism, improving the expert review responsibility system,
perfecting the dynamic gradient funding system, and establishing a risk compensation mechanism. This provides
theoretical and practical references for improving China’s non-consensus project review system, promoting the
emergence of original and disruptive technological innovations. |
