| 美国政府引导型技术清单是指由美国政府正式发布，明确界定技术领域，引导和统筹有限资源
向关键领域集中配置、服务国家战略目标的文件。通过文献调研、案例分析等方法，系统梳理分析了美
国政府引导型技术清单体系的整体情况、体系核心构成和主要特征。结果表明，美国政府引导型清单体
系是由多份引导型技术清单文件组成的，按照自上而下的“决策—执行”双层架构的一套体系，具有动
态适应性、战略稳定性、全政府协同性和财政科技联动性等特征。该体系实现了政府基于国家战略目标
高效指导资源投向的目标，为保持美国在大国博弈中的科技竞争优势奠定了坚实基础，对中国政府引导
有限资源服务于国家重点领域建设具有借鉴意义。 |

| The U.S. government-guided technology list refers to documents formally issued by the U.S.
government that clearly define technological domains, guide and coordinate the allocation of limited resources
toward key areas, and serve national strategic objectives.This paper systematically examines the overall
framework, core components, and primary characteristics of the U.S. government-guided technology list
system through literature review and case analysis.Research reveals that this system comprises multiple guiding
technology list documents organized under a top-down, two-tiered ‘decision-execution’ architecture. It exhibits
four defining features: dynamic adaptability, strategic stability, whole-of-government coordination, and fiscal-
scientific synergy.This system enables the government to efficiently direct resources toward national strategic
objectives, laying a solid foundation for maintaining America’s technological competitive edge in global power
dynamics. It offers valuable insights for the Chinese government in guiding limited resources toward serving
national priority development areas. |
