      石墨烯是一种具有广泛应用前景的前沿新材料。欧盟委员会于 2013 年正式启动未来与新兴 技术旗舰计划(Future and Emerging Technologies,FET),其中石墨烯被选为首批项目,其对石墨 烯材料的相关研究予以支持。根据欧盟委员会组织石墨烯旗舰计划的实施机制,从选题机制、实施 模式、团队构建、资助机制、成果应用、研究环境及独立评估等全流程对该计划的组织实施经验进 行分析。该计划设置了科学灵活的选题机制、协同高效的组织管理机制,以及完备的保障机制等。从 石墨烯旗舰计划的组织实施经验出发,建议中国在组织类似石墨烯材料应用场景多且场景不确定的 基础前沿类项目时,应加强战略性系统性布局,优化组织管理,探索多种资助方式,激发更大创新活力, 提升科技创新效能。
英文摘要:
      Graphene is a cutting-edge new material with broad application prospects. In 2013, the European Commission launched the Future and Emerging Technologies Flagship Program and launched the first batch of Graphene Flagship Program to support research on graphene materials. According to the implementation mechanism of the Graphene Flagship Program organized by the European Commission, an analysis of the organization and implementation experience of the program is conducted from the entire process of topic selection mechanism, implementation mode, team building, funding mechanism, achievement application, research environment, and independent evaluation. The plan has established a scientific and flexible topic selection mechanism, a collaborative and efficient organizational management mechanism, and a comprehensive guarantee mechanism. Starting from the organizational implementation mechanism of the Graphene Flagship Program, it is suggested that China should strengthen strategic and systematic layout, optimize organizational management, explore various funding methods, stimulate greater innovation vitality, and enhance scientific and technological innovation efficiency in organizing basic cutting-edge projects with multiple and uncertain application scenarios similar to graphene materials.
