| 应对全球生物科技领域的竞争态势,为中国相关政策的制定与项目布局提供参考,以 2021—
2025 财年美国国防高级研究计划局(Defense Advanced Research Projects Agency,DARPA)生物
科技项目预算为研究对象,系统梳理了 DARPA 项目布局信息,分析其项目布局方向,并探究其布局
趋势与特点。分析表明,DARPA 项目布局具有积极推动生物制造向军事应用场景转化并赋能装备升
级和后勤保障、推进生物防御从“事后处置”向“事前预防”的范式转型、研发军事医学与人体增强技
术促进士兵能力边界突破的趋势。在项目布局特点方面,DARPA 项目与美国生物科技发展战略方向
保持一致,同时,与智库技术预测成果相契合,体现了 DARPA 战略协同与创新导向的特点。最后,
为中国生物科技政策制定和项目布局提出相关建议。 |

| To respond to the competitive situation in the global biotechnology field and to provide reference
for the formulation of relevant policies and project planning in our country, this paper is based on DARPA’s
biotechnology project deployment for the fiscal year 2021-2025, systematically analyzing its direction, trends
and characteristics. It shows that the layout of DARPA projects demonstrates a tendency to actively promote
the transformation of biomanufacturing toward military application scenarios to empower equipment upgrading
and logistics support, advance the paradigm shift of biological defense from “post-event disposal” to “pre-event
prevention”, and develop military medicine and human enhancement technologies to drive breakthroughs in the
boundaries of soldier capabilities. In terms of project deployment characteristics, DARPA’s initiatives are highly
consistent with the overall direction of the U.S. biotechnology strategy, and on the same time, correspond with
the technological forecasting outcomes of think tanks, reflecting its strategic coordination and innovation-driven
approach. Finally, relevant suggestions are proposed for the formulation of biotechnology policies and project
layout in our country. |
