      科技创新合作作为命运共同体建设的重要支撑,对促进区域经济一体化发展具有特殊的战 略意义。从命运共同体的视域出发,通过系统分析基础条件、制约因素与发展路径 3 个维度,全面考 察了中国—中亚科技创新合作的现状与前景。研究发现,中国—中亚科技创新合作具备战略契合度高、 优势互补性强及合作基础深厚等有利条件;双方合作面临创新体系差异大、基础设施薄弱及制度不完 善等制约;新疆作为丝绸之路经济带核心区和中国(新疆)自由贸易试验区,在推动科技创新合作方面 具有独特优势。基于此提出了加强顶层设计、发挥新疆枢纽作用、完善创新政策体系、构建多层次合作 机制等政策建议,以期为深化中国—中亚科技创新合作,构建更加紧密的命运共同体提供理论支撑 和实践指导。
英文摘要:
      As an important support for the construction of a community of shared future, scientific and technological innovation cooperation has special strategic significance for promoting the development of regional economic integration. From the perspective of community of shared future, this paper systematically examines the current situation and prospects of China-Central Asia scientific and technological innovation cooperation through analyzing three dimensions: basic conditions, constraining factors and development paths. The study found that China-Central Asia science and technology innovation cooperation has favorable conditions such as high strategic fit, strong complementarity of advantages, and deep cooperation foundation. The cooperation between the two sides is faced with constraints such as large differences in innovation systems, weak infrastructure, and imperfect systems. As the core area of the Silk Road Economic Belt and China (Xinjiang) Pilot Free Trade Zone, Xinjiang has unique advantages in promoting scientific and technological innovation cooperation. Based on this, policy recommendations were proposed, including strengthening top-level design, leveraging Xinjiang’s hub role, improving the innovation policy system, and establishing a multi-tiered cooperation mechanism, aiming to provide theoretical support and practical guidance for deepening China-Central Asia scientific and technological innovation cooperation and building a closer community with a shared future.
