      为抓住量子技术发展机遇,美国启动了国家级量子科技战略行动计划,大幅增加研发投入, 优化研究布局。2016 年起,美国先后发布《推进量子信息科学:国家挑战和机遇》《量子信息科学国 家战略概述》《国家量子倡议》《美国量子网络战略远景》《芯片与科学法》等法案,统筹联邦力量, 支持量子科技发展。梳理了美国量子科技政策的实施体系和主要科研项目的资助方式,总结了量子 科研项目内容和主要特征,在此基础上提出加强中国量子科技发展的建议。
英文摘要:
      In order to seize the opportunity of quantum technology development, the United States launched a national strategic action plan for quantum technology, greatly increased investment in research and development, and optimized the research layout. Since 2016, the United States has successively issued bills such as Promoting Quantum Information Science, Chip and Science Act, and coordinated federal forces to support the development of quantum technology. This study combs the implementation system of quantum science and technology policy in the United Stated and the funding method of scientific research projects, deeply analyzes its contents and main characteristics, and puts forward some policy suggestions to strengthen the development of quantum science and technology in China.
