| 以法国原子能和替代能源委员会、法国国家科学研究中心作为研究对象，系统梳理其在治理
结构、经费机制和人事制度等方面的灵活的管理举措与共性特点。结合中国科研类事业单位改革的现
实需求，以及承担国家战略任务与市场化目标存在脱节的问题，从分类探索灵活高效的治理、优化经
费来源与结构、健全创新创业支撑体系和培育开放协作的创新文化 4 个方面提出针对性改革建议，为
中国科研类事业单位提升管理效能、激发创新活力提供有益借鉴。 |

| Selecting the Commissariat à l’énergie atomique et aux énergies alternatives and the Centre national
de la Recherche Scientifique as research objects, this research systematically combs their flexible management
measures and the common characteristics in governance structure, funding mechanism, personnel system, etc.
Combined with the practical needs of the reform of scientific research public institutions in China and addressing
the key challenge of the disconnect between undertaking national strategic tasks and achieving market-oriented
goals,, targeted reform suggestions are proposed from four aspects: exploring flexible governance of classification,
optimizing funding sources and structures, improving the innovation and entrepreneurship support system, and
cultivating an innovative culture of open collaboration, providing useful references for improving management
efficiency and stimulating innovation vitality in scientific research institutions in China. |
