| 随着东盟能源转型加速，区域电网互联互通成为区域合作的重点，但美日加大在东盟电网领
域的布局，给中国参与东盟电网建设带来制度、标准及资金上的竞争压力。梳理了东盟电网发展历程、
现状及主要建设项目，分析了东盟国家在电网互联中的诉求与合作思路，进一步总结了美国和日本介
入的策略动因及对中国的潜在影响。在此基础上，系统论述了中国参与东盟电网建设的实践经验、战略
必要性及比较优势，提出了优化地理布局、参与前端规划、打造示范工程、建设技术创新体系及开展
多层次能力建设等多维度政策建议，以提升中国在东盟电网互联互通中的技术引领力、规则制定话语
权和区域能源影响力。 |
| 英文摘要: |
| With ASEAN accelerating its energy transition, regional power grid interconnectivity has emerged
as a key area of regional cooperation. However, increased involvement by the United States and Japan in ASEAN
power grids has created pressures in terms of regulations, standards, and financing competition. This paper reviews
the development, current status, and major projects of the ASEAN power grid, analyzes the member states’ needs
and approaches to grid interconnection, and summarizes the strategic motives of U.S. and Japanese engagement
and the potential impacts on China. On such basis, the study systematically discusses China’s practical experience,
strategic necessity, and comparative advantages in participating in ASEAN power grid development, and proposes
multi-dimensional policy recommendations, including optimizing geographic deployment, engaging in early-stage
planning, establishing demonstration projects, building technological innovation systems, and conducting multi-level capacity-building initiatives. These measures aim to enhance China’s technological leadership, rule-making
influence, and influence in ASEAN power grid interconnectivity. |
