| 人工智能（Artificial Intelligence，AI）领域的竞争向来需要国家综合国力的支持，卢森堡这
一传统意义上的“弹丸小国”却是 AI 领域的特色强国之一。卢森堡 AI 的发展经历了“数字卢森堡倡
议”的数字转型期，“国家 AI 发展战略”的战略确定期，与“欧盟 AI 大陆计划”接轨的主权加速期。
其发展路径为制度构建路径、优势产业结合路径和生态环境构建路径。卢森堡 AI 的发展实践对中
国具有以下重要政策启示：注重政策引领，制定发展战略；加速产业赋能，推动场景落地；构建 AI 生
态，完善 AI 发展格局；加强人才支撑，培育复合型人才；加速开放，推动国际间合作。 |
| 英文摘要: |
| Competition in the field of artificial intelligence (AI) has always required the support of a nation’s
comprehensive national strength. Luxembourg, traditionally regarded as a “tiny country”, has emerged as a
distinctive powerhouse in AI. The development of AI in Luxembourg has progressed through three distinct phases:
the digital transformation period under the “Digital Luxembourg Initiative”, the strategic consolidation phase
guided by the “National AI Development Strategy”, and the sovereign acceleration phase aligned with the “EU’s
AI Continental Plan”. Its development trajectory has followed three key paths: institutional framework building,
integration with advantageous industries, and ecosystem development. Luxembourg’s AI development practices
offer China the following key policy insights: emphasizing policy leadership by formulating development
strategies, accelerate industrial empowerment to drive scenario implementation, building AI ecosystems to refine
the AI development framework, strengthening talent support by cultivating multidisciplinary professionals,
accelerating openness to promote international collaboration. |
