      为破解“双碳”目标下城市“高碳—高废”的系统锁定困境,通过构建制度、技术、行为分析框架, 探讨了“无废城市”建设的协同路径。研究表明,能源转型、重点领域降碳与数智赋能三类技术是关 键驱动力;城市能源系统低碳化与物质代谢闭环化存在显著的双向互馈效应。研究认为,要建立健全 碳废协同治理框架,进一步整合生产者责任延伸与碳市场机制,通过动态排放因子数据库将隐性减 排效益转化为碳资产,并依托物质流分析绩效体系推动跨部门协同。针对政策错配与技术市场化瓶 颈等挑战,建议设计弹性权责边界,构建“技术—产业—市场”共生机制,创新绿色金融工具以疏解 融资约束,为实现城市低碳零废转型提供理论依据与政策参考。
英文摘要:
      To address the systemic lock-in of “high-carbon and high-waste” in cities under the “dual carbon” goals, this study constructs an institutional-technical-behavioral analytical framework to explore the synergistic pathways for building “zero waste cities”. The research identifies three key technological drivers: energy transition, decarbonization in key sectors, and digital intelligence enablement. It reveals a significant two-way feedback effect between the low-carbon transformation of urban energy systems and the closed-loop regeneration of material metabolism. The study argues that establishing a synergistic carbon-waste governance framework is essential, requiring the integration of extended producer responsibility with carbon market mechanisms. By developing a dynamic emission factor database, implicit emission reduction benefits can be transformed into carbon assets. Furthermore, a performance evaluation system based on material flow analysis should be established to promote cross-departmental collaboration. To tackle challenges such as policy misalignment and technological marketization bottlenecks, the study recommends designing flexible accountability boundaries, fostering a “technology-industry-market” symbiotic ecosystem, and innovating green financial instruments to alleviate financing constraints. This provides a theoretical foundation and policy insights for achieving urban low-carbon and zero-waste transitions.
