| 在“2030 愿景”和《国家数据与人工智能战略》指引下，沙特聚力人工智能（Artificial
Intelligence，AI）基础设施建设和模型开发，推动 AI 技术多场景应用，加强人才培养和伦理监管，全
力构建 AI 创新生态。沙特政府高度重视 AI 发展，通过国际合作积累资源，但仍受人才资源短缺、科
研能力薄弱等基础条件限制，主权 AI 的发展也受到美国 AI 技术生态输出威胁。中沙 AI 合作基础良
好，政府、民间双向发力，为双边合作注入新动能，但合作受美国技术霸权主义掣肘，面临地区安全风
险，在技术标准、数据跨境调用、技术适配和知识产权保护等方面存在诸多挑战。中沙应加强战略对接，
完善 AI 合作框架，加强联合研发、技术应用和 AI 基础设施合作，深化 AI 科技人文交流，传播开源
AI 生态，全面提升中沙 AI 合作的广度与深度。 |

| Guided by “ Vision 2030” and the “ National Data and Artificial Intelligence Strategy”, the Kingdom of
Saudi Arabia has prioritized building Artificial Intelligence (AI) infrastructure and developing large language models,
advancing AI applications across multiple scenarios, strengthening talent cultivation and ethical governance, and fully
committing to fostering an AI innovation ecosystem. The Saudi government places high strategic importance on AI
development, leveraging international cooperation to pool resources. However, it still faces constraints such as talent
shortages and weak research capacity; the development of sovereign AI is further threatened by U.S. export controls
on its dominant AI technology ecosystems. China and Saudi Arabia have laid a solid foundation for AI cooperation,
with both governmental and non-governmental forces driving bilateral collaboration and providing fresh momentum.
Yet this cooperation is hampered by U.S. technological hegemony, exposed to regional security risks, and challenged
by multiple issues, including technical standards, cross-border data flows, technological adaptation, and intellectual
property protection. China and Saudi Arabia should enhance strategic alignment, refine the AI cooperation framework,
deepen joint R&D, technology deployment, and AI infrastructure collaboration, expand people-to-people exchanges in
AI, and foster open-source AI ecosystems to comprehensively broaden and deepen their AI partnership. |
