| 欧盟新农业政策的主要特点：一是把对农民的直接补贴与产量脱钩，农民具有更多的自主性；二是与环境、食品安全、畜牧标准相结合，实现农业和农村的可持续发展。本文简要介绍了欧盟及成员国比利时的农村服务体系、监督机制、多功能农业等基本情况，对我国农业政策和新农村建设有一定参考意义。 |

| The new EU Common Agriculture Policy( CAP) has two features: 1, the vast majority of subsidy will be paid independently of the volume of production, and EU farmers have more freedom to produce what the market wants. 2, the direct income payments will be linked to respect of environment, food safety and animal welfare standards, which achieves rural and agricultural sustainable development. The article gives also more information about the rural service and control systems, multifunctional agriculture in Europe and Belgium, which is reference significance to our agricultural policy and the new rural construction. |
