| 本文分析了欧盟促进中小企业发展与创新的政策和措施。“首先想到小的”已成为欧盟制定政策的原则。本文指出，《欧洲小企业法》总结了多年来欧盟积极鼓励中小企业发展的一些好做法，是欧盟第一个促进中小企业发展的综合性政策框架，该文件提出了促进中小企业发展的十项原则。介绍了欧盟支持中小企业创新的主要措施，并提出了成立政策性金融中介机构、扶持中小企业创新要有针对性以及加强政策集成等政策建议。 |

| The paper analyzed the policies and measures to promote the innovation of SMEs in EU. The “Think Small First” becomes principle of policy making in EU. It was discussed that the “Small Business Act” for Europe summaries good practice of encourage SMEs, creates the first comprehensive policy framework which promotes the development of SMEs and puts forward a set of 10 principles. The paper introduced the measures of EU supporting the innovation of SMEs and supposed some policy recommendations includng establishing policy-oriented financial intermediaries, painstakingly helping the innovation of SMEs and strengthening policy integration. |
