| 当前加快经济发展方式转变应处理好六个关系：一是内需和外需的关系。增长的动力需要更多地从出口需求转为国内需求，扩大内需应成为中国经济社会发展的长期战略方针。二是稳定增长与结构调整的关系。为了缓解结构失衡，当前有必要适当放慢经济增速。三是传统产业和新兴产业的关系。转型升级不一定都去发展新兴产业，淘汰传统产业；传统产业也可利用先进技术，提高产品技术含量和附加值，实现产品升级。四是政府与市场的关系。完全由市场调节不可能实现发展方式转变，但不能因此否定市场调节的作用；政府调控对发展方式转变不可或缺，但也不能因此夸大 |
