| 近年来，全球各类灾害进入频发期，世界各国在防灾救灾方面积累了大量的经验。我国一直是自然灾害多发国家，并且在救灾体系建设方面起步较晚。本文介绍了一些典型国家在救灾行政体系建设、法律保障建设、专业机构建设以及与非政府组织协调方面的一些经验，总结出一些对我国救灾体系建设有益的经验，希望能够结合国情兼收并蓄，提高我国的救灾水平。 |

| The global have accumulated a wealth of experience of disaster prevention and relief in recent years. China is a country prone to natural disasters, but its emergency management system started late. The paper describes the experience of some typical countries in disaster relief system building, in cluding disaster administrative system, legal protection, professional institution-building and coordination with NGOs, and gives some good reference for China’s emergency management system construction. |
