| 本文根据日本总务省统计局和科技政策研究所的统计数据，对日本基础研究投入情况进行了系统的介绍和分析。结论认为，日本已从一个善于模仿和消化吸收的国家转变为重视基础研究、推行自主创新的国家。我国要想在基础研究方面缩小与日本的差距，需做长期的努力，从中国国情出发，增加基础研究投入，调整基础研究资源结构，积极引导和发挥企业在基础研究活动中的作用。 |

| The paper introduces and analyses the input in basic research work of Japan according to Japan’s Ministry of Internal Affairs Bureau of Statistics and Japan Science and Technology Policy Research， and concludes Japan has transformed from a country being good at imitation and digestion to the one paying importance to basic research and innovation. Our country needs to increase the basic research cost， reconstruct the basic research resources and guide and encourage enterprises to narrow the gap of basic research work from Japan. |
