| The paper comprehensively analyzed the general environment for scientific and technical innovation in the EU, introduced the main policy measures undertaken by the EU to advance the integration and optimization of the allocation and usage of science and technology resources. Then the paper analyzed the experiences of the EU to support scientific and technical innovation and the updated instruments in 2011 to promote scientific and technical innovation, which could be a reference for the science and technology development in China. |
