| U.S. Energy Loan Guarantee Program is implemented by Department of Energy to foster emerging strategic industries by financial means and solve problems caused by‘market losses’ of new technology development and help enterprises to pass through ‘valley of death’ in progress of achievement transformation，This program has become an important approach to cooperate science and technology with finance. The paper gives a brief description of U.S. Energy Loan Guarantee Program by outlining its legal status, supporting areas and financial sources. Taking the case of Solyndra applying for loan guarantee program, the paper analyzes the detailed procedure of program application and puts forward some proposals in deepening the partnership between S&T and finance associating with the bankruptcy of Solyndra. |
