| 建立石油储备体系、拥有适当的石油储备日益成为各国能源安全战略的重中之重。目前，不论从国
内市场还是从外部环境来看，加快推进中国石油储备体系建设“刻不容缓”。我们认为完善中国石油储备
体系，主要从以下几个方面着手：立法先行，建立和健全石油储备相关的法律法规；借鉴国外经验，建立符
合中国国情的石油储备模式；分步实行，循序渐进确保石油储备规模；减少单一品种依赖，促进石油储备
品种多样化；放松市场管制，培育多元化的石油储备主体；统筹考虑，科学合理地布局规划石油储备基地；

| Creating an oil reserve system with appropriate oil reserves are increasingly becoming the top
priority of the national energy security strategy. At present, in view of both the domestic market and the external
environment, accelerating China’s oil reserve system building has no time to delay. We believe that in order
to improve the oil reserve system, the following aspects should be taken into consideration: legislation first, to
establish and improve relevant laws and regulations of the oil reserves；learn from foreign experience, and adopt
an oil reserves mode consistent with China’s national situation；implement some projects to ensure the oil reserves
scale step by step；reduce the dependence on a single species and ensure diverse oil reserves types；market
deregulation, cultivate diversified oil reserves in the main；give overall consideration to the scientific and rational
distribution planning oil reserve base；integrated decision-making, establish the multi-level mode of financing
for oil reserves；pay more attention to the changing international situation and actively participate in international
cooperation in the oil reserves, and so on. |
