面临着未能很好地把握知识产权保护与激励竞争和创新的平衡关系，并从而在某些方面陷入阻碍增长的困扰。在此背景下出台的 Hargreaves 报告，指出了英国知识产权政策改革的战略方向，所提建议旨在确保英国在全球经济中的竞争优势。据估计，这些建议对 GDP 的贡献可能达到 0.6%，有望在 10 年内为与知识产权有关的产业节省 7.5 亿英磅的开支。 |

| The intellectual property system of UK is considered as one of the best system in the world. With the development of digital economy, this system is facing the problem of inconsistency between intellectual property protection and fierce competition and innovation, same as in many other countries. The Hargreaves
Review of Intellectual Property and Growth, shows the strategy of reform on intellectual property protection policy of UK, and gives some suggestions to ensure UK’s competitive position in the global economy development. Those suggestions are estimated to contribute 0.6% to GDP, saving 0.75 billion pounds for the intellectual property-relevant industries. |
