进《国家创新战略》，实施《国家科研、开发与创新计划（2008-2011）》和确立卓越研究中心评价激励机制

韦罗·奥乔亚卓越研究中心评选活动，以彰显西班牙科研机构的国际品牌，展示本土科研竞争力，从而振

| This paper presents five main policy orientations for S&T development by Spanish government
during 2011, including enacting Science, Technology and Innovation Law, promoting National Innovation
Strategy, implementing Scientific Research, Development and Technological Innovation Program (2008–2011)
and establishing Severo Ochoa Center of Excellence. The Spanish government set down a blueprint aiming to
figure a series of innovative cities, for that 47 cities including Madrid was selected as “scientific innovative cities”
and the Severo Ochoa Center of Excellence was strengthened to show the leading position of Spanish research
institutes and its R&D competitiveness. |
