| 中国重新推出原油期货，这是中国经济发展的必然结果,也是中国政府与企业的诉求，对保障中
国能源的稳定和安全起着至关重要的作用。目前，原油期货上市时机日益成熟，进一步发展和完善原油期
货市场，需要我们着手做好如下 5 个方面的工作：一是打破石油市场的垄断，吸引广泛的市场参与主体；
二是建立更具开放性、操作性的交易机制；三是建立并完善石油战略储备体系；四是大力发展资本市场，
构建多层次金融市场体系，推进石油金融一体化；五是多视角择机推动“石油人民币”体系的建立，促进
人民币的崛起。 |

| The re-launch of the crude oil futures is the inevitable result of China’s economic development,
and also the demands of the Chinese government and enterprises. It plays a vital role to safeguard China’s energy
stability and security. Currently, it is a good opportunity to re-launch the crude oil futures. For further developing
and refining the crude oil futures market, we set out to do some work in the following aspects: First, break the
oil market monopoly, to attract a wider range of market players; the second is to establish more open, more
manipulable trading mechanism; third, establish and perfect the strategic oil reserve system; fourth, vigorously
develop the capital market, to build a multi-level financial market system, promote the oil and financial integration;
fifth, look for a chance to promote the establishment of “oil RMB” system, promote the rise of the RMB; and so
on. |
