| 从 2005 年至 2010 年，俄罗斯连续出台了一系列关于俄罗斯区域发展创新战略的文件，提出了战略
构想和相应的政策措施。其宗旨是提高各地居民的生活质量，保障经济持续稳定发展，增强俄联帮及其区
域在世界上的创新竞争力。在 2012—2025 年间，俄罗斯经济结构将发生较大转变，创新产品的市场份额、
加工与服务行业的生产总值将明显提高。俄罗斯的区域发展，尤其是东部地区发展，和中国紧密相关，缺
乏对中国的信任是俄罗斯东部大开发的一大障碍。俄罗斯能否接上经济全球化的快车，更多的是取决于俄
罗斯相关领导人的观念转变。 |

| Russia has released a series of files concerning strategy framework and policy for regional
innovation one after another in period of 2005 to 2010. Its purpose is to improve the quality of life for residents,
ensure a sustainable and stable economy development, and enhance Russia’s innovation competitive power in the
world. It is forecast that during 2010 to 2025, the economic structure of Russia will have a large transformation,
innovative products in the market share will present an obvious increase, along with its GDP for processing and
service industry. Russia’s regional development, especially in eastern Russia, is closely related to China, whereas
lack of confidence in China is a big obstacle for Russia to conduct development in the eastern regions. Whether
Russia can catch the global economy development express or not, mainly depends on Russian leaders’ concept
changeover. |
