| 进一步扩大对外开放，加快开放型经济发展，是湖南省委、省政府做出的一项重大战略决策。湖
南省先后成立了发展开放型经济等领导小组，出台了招商引资优惠、引资兴办企业奖励等一系列激励政策。
重视程度高、力度大，但效果却仍然不太理想，湖南省开放型经济发展仍然相对滞后。究其根本原因在于
平台太少、软环境不优、企业不大不强、政策支持重点不突出。在此谨提出“构筑平台，优化环境，招大引
强，扶优扶强”的“十六字”建议，建议省委省政府以全新的视野来谋划，以整体的思维来布置，以务实的
精神来推进，把加快开放型经济发展作为急务、要务来办，作为重点、难点来抓。 |
| 英文摘要: |
| Further extending opening up policy, and accelerating development of the open economy are a
strategic decision made by the Hunan provincial government. The province has established a leading group for
the open economy development, and released a series of policies including introduction of investment incentives
and incentive measures for foreign investment enterprises. The local government has made powerful measures
for economy development, but the results achieved are not ideal, and its economy development is still relatively
slow. Authors consider that the main reason for this situation is: that the platform for development is too slim,
the soft environment including policy implementation and innovation incentives is not satisfied, enterprises are
neither large nor strong, the key items supported is not outstanding, and so on. So this paper gives a sixteen-word
proposal for the provincial government, i.e. building a platform, optimizing the environment, attracting the large
and strong, supporting the great and good. It also give some suggestions for Hunan government, such as, make a
plan with new vision, give a layout with overall thinking, advance a project with pragmatic attitude, and to speed
up the development of the open economy as a matter of urgent tasks. |
