| In June 2013, U.S. president Barack Obama unveiled the President’s Climate Action Plan, which reiterated his previous commitment to reduce greenhouse gas emissions in the range of 17% below 2005 level by 2020, and released a series of actions and targets to reduce greenhouse gas emissions and prepare for the climate impacts domestically, and to strengthen its international leadership in addressing the issue jointly. The plan was considered to be the most comprehensive climate policy in the U.S. to date. The paper analyzes the background of the plan, summarizes the main contents and instruments in the plan, collects various views from different stakeholders on the plan, and concludes by pointing out the constraints and weakness of the plan. |
