| 德国将宽带网络视为抢占未来发展先机、增强创新能力、保持经济强国地位的战略性基础设施。2009.年.2.月，德国制定了《联邦政府宽带战略》，2012.年底，德国宽带普及率已列世界第六。德国联邦政府在推进宽带战略中，坚持“市场驱动、技术中立、政府联动”的原则，突出了加强协调推动、促进共享共建、保障宽带频率、解决资金瓶颈、管理服务增长、着力信息透明等.6.个方面的措施。德国联邦政府支持宽带网络建设的经验值得借鉴和学习。 |

| The federal government of Germany has recognized that high-speed broadband has become a strategic infrastructure for competing for new development opportunity, enhancing innovation competence and consolidating the position of economic power of Germany. It initiated therefore the federal broadband strategy in February 2009, and Germany has ranked the world’s 6th in terms of broadband availability by the end of 2012. While implementing this strategy, the German federal government follows three guiding principles like market-driving, technology-neutral and governments’ synergy, and has taken a package of policy measures such as promoting co-construction and sharing, allocating special broadband frequencies, eliminating bottleneck of financing, ensuring growth-oriented management and information transparency, which is worthwhile to be shared by Chinese related departments in the construction of broadband network. |
