| 美国小企业是美国技术创新的重要主体，联邦政府采取了系列措施支持其开展技术创新，小企业创新研究计划（SBIR）和技术转移计划（STTR）即是由美国政府直接出资支持小企业从事技术创新的两个旗舰计划。SBIR.和.STTR.计划自实施以来已取得显著成效：有力地促进了美国的技术创新，显著提高了私营企业创新成果的商业化程度，较好地结合了小企业发展与国家研发需求，为小企业创新活动提供了广泛的支持。通过回顾.SBIR.和.STTR.计划的出台和演变，分析计划的主要管理特点，重点解析了计划的评估体系，并预测，SBIR.和.STTR.计划在未来美国支持小企业技术创新体系中还将发挥更大作用。 |

| U.S. small businesses play an essential role in the U.S. technology innovation system. The federal government adopted a series of measures to support technology innovation in small businesses. This article studied the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) launched by the U.S. federal government, by reviewing the origin and development of these two programs, analyzing their management mechanism, especially their evaluation system. SBIR and STTR have achieved good results, such as promoting the U.S. technology innovation, accelerating the commercialization of private enterprises’ innovation fruits, coordinating the small business progress and the national R&D demands, and supporting the extensive innovation of small businesses. It is suggested that these two programs will be a more important part of U.S. small businesses technology innovation system. |
