| 创新是瑞典经济可持续发展和国家竞争力的重要保障，而企业是研发和创新的主要力量。瑞典政府高度重视企业创新，尤其是占企业总数.99%.以上的中小企业创新。为推动中小企业创新，改善中小企业创新环境和条件，瑞典政府制定与实施了一系列举措，如，支持创新型初创企业的“WINNOW.计划”、帮助企业通过科研实现创新发展的“研究与增长”计划、补贴中小企业创新支出的“创新支票”以及为中小企业提供创新平台的产业集群计划，还通过资助知识产权战略开发保障中小企业权益。期望通过对这些举措的介绍与分析，为国内推动企业创新提供一定借鉴。 |
| 英文摘要: |
| Innovation is the key guarantee for the sustainable growth and competitiveness of Sweden. The enterprises are the main undertakers of research and innovation in Sweden. The Swedish government attaches great importance to the innovation of enterprises, especially the small and medium-sized enterprises (SEMs) which account for over 99 percent of the total amount of the enterprises. In order to promote the innovation of SMEs a series of measures have been taken to improve the innovation environment and conditions by the government, such as “WINNOW” programme for the innovative start-ups, “Research and Grow” programme for the growth of SMEs, “Innovation Checks” as the subsidies for the innovation of SMEs, the cluster programme to set up innovation platform, funds for intellectual property strategies of SMEs to protect their interests and so on. This paper intends to introduce and analyze these policy measures in order to offer some valuable reference information to China. |
