| 德国联邦政府于 2015年 2月 19日发布的“未来城市研究和创新战略议程（FINA） ”，着眼于建设二氧化碳零排放、能源和资源高效利用、适应气候变化、可转型、宜居、具有社会包容性的未来城市，是德国新高技术战略确立的一项重要内容。本文对该议程的使命和目标、面临的挑战、战略先导主题、优先创新领域等进行了综述。 |

| The German federal government released the Strategic Research and Innovation Agenda for the Future City(FINA) on February 19, 2015. The agenda aiming at supporting the construction of CO2-neutral, energy efficient, climate adapted and resilient cities, is an integral part of the new high-tech strategy of the federal government. The German National Platform for Future City has invited over 100 representatives of academicians, policy makers, entrepreneurs and citizens to formulate this agenda. The missions and objectives, challenges, leading themes and priority areas of this agenda have been outlined in the paper. |
