| 2016年2月，美国发布了首份国家制造业创新网络计划战略规划和年度报告，对美国国家制造业创新网络的建设情况进行总结，并明确下一步的发展路线。针对美国国家制造业创新网络计划战略规划和年度报告的重点，本文分析了美国制造业创新网络建设的目标和意义、功能定位、组织运行机制，并结合美国的相关经验，对加强中国现有国家技术研发机构的协同创新和推动一批国家技术创新中心建设提出了措施建议。 |

| According to the National Network for Manufacturing Innovation (NNMI) Program Strategic Plan and Annual Report issued by U.S. in February 2016, which summarized the status and guideline for the NNMI construction, the paper analyzes the construction purpose, function orientation, organization and operation mechanism of NNMI. Based on the experience of U.S. NNMI construction, some suggestions are put forward to strengthen China’s collaborative innovation of existing national technology R&D institutions and promote the construction of a batch of the national centers for technology innovation. |
