| 奥地利中小企业众多、科研基础雄厚，在开放创新领域积累了丰富经验，逐步建立起特色鲜明的发展理念；通过政府布局、社会参与、全民讨论使其开放创新体系有可引导性并充满活力。2015年，我国政府提出“大众创业、万众创新”，体现了开放创新的内涵。本文通过借鉴国外已有经验，为完善我国创新驱动发展体系献言。 |

| Austria has accumulated rich experience in the field of open innovation and gradually established a distinctive development concept thanks to its numerous SMEs and research infrastructures, and Its open innovation system will be made more guided and dynamic with government planning, community involvement and nationwide discussions. In 2015, the Chinese government put forward the concept of “encourage the people to start their own businesse and to make innovation”, which reflects the connotation of open innovation. Austria’s experience is a good reference for China’s system building on innovation-driven development. |
