| 英国于2004年成立技术战略委员会，2014年8月更名为创新署，主管科技创新，是英国商业、能源与工业战略部下属的公共机构。创新署为促进英国的科技创新采取了很多举措，包括营造创新环境、鼓励企业加大研发投入、帮助企业获得贷款、进行直接投资等方式，并始终贯彻一条主线：政府只是科技创新的“推手”，在资源配置、经费使用、项目评审和成果评价等环节放手让市场“说话”，试图解决行政手段包揽的“高风险”等问题。本文将对这些举措进行介绍，并分析政策的着力点及带来的启示。 |

| Technology Strategy Board is established in 2004 in UK and was renamed Innovate UK in August at the same year. It is a public institution of department for business, energy and industrial strategy and mainly in charge of technology innovation. Many measures on technology innovation are employed, such as creating innovation environment, encouraging enterprises to increase R&D investment, helping enterprises obtain loan and directly investment also. All follows a principle of government only behinds the technological innovation and give rights to market on resources allocation, expenses utilization, project review and achievement estimation,etc..This paper mainly analyzes above innovation measures and policies and gives some enlightenment for reference. |
