| 随着公共研究承载的使命日益增加以及科技进步为公共研究治理提供了新的工具和手段，各国的公共研究治理呈现出新的动向。本文重点分析了公共研究治理的三大动向，一是日益重视“负责任的研究和创新”，二是把设计思维引入政策制定中以减小风险，三是充分利用大数据分析为科学决策提供客观的依据，以期为完善我国公共研究政策与治理提供借鉴。 |

| With more missions being carried by public research as well as new tools and methods coming along with the technology advances, public research governance presents new trends. In this paper, three main trends are analyzed with regard to the governance of public research: increasing emphasis on responsible research and innovation policies, introducing design thinking to policy making to minimize the risks, and big data analysis is used more often to support evidence-based policy making. With hope of providing worthy reference for improving China's public research policy and governance. |
