| 本文从我国政府创投引导基金宏观数据出发，以成都市政府引导基金为典型案例，通过分析总结地方政府引导基金的具体做法、主要特征，以及政府在设立管理引导基金中的实践经验，从微观视角分析了我国现阶段政府引导基金仍然面临的问题，如存在多重监管、财政资金管理不适应，以及缺乏专业化人才与激励机制等，并提出政策建议。 |

| This paper embarks from macro data about venture capital guiding fund of Chinese government. Through analyzing and summarizing the specific practice, main characteristics and management experience in the case of Chengdu government fund of funds, it is found that our government fund of funds are still facing some problems from micro perspective, such as multiple supervision, unsuitable financial management system, and lack of incentive mechanism and professional talents. The paper also puts forward policy suggestions. |
